EU Sport Forum on 19-20.09.2012 in Cyprus, Nicosia

EDSO Secretary General Juha-Matti Aaltonen participated in the EU Sport Forum, which was held in Nicosia. The event was fourth in a row. For the first time EDSO received an invitation to this high level Forum. The sport leaders of EU member countries, the Commissioners in the field of sports and physical activities within the EU, as well as, the Sport Ministers were invited to this event, all in all 250 participants.

The Sport Forum in question is organised annually. In connection with this event, the Commission can inform sport people about its current propositions and listen to the views of people in the field of sports.

At the Forum, for instance, a panel was organised on the input of physical education promoting sport and health concerning the EU economy, how the importance of sport and health of the aging population in Europe better could be taken into consideration. Also the possibilities of the EU to fund the sport in the grassroot level were discussed. EDSO also had a longer comment in the panel in question on how equal physical activities and sport possibilities for the deaf and sign language users can be secured. Positive discussion was carried out in the issue that the physical activities and sport possibilities for deaf people should not be forgotten.

EU is in the process of setting up a new joint Erasmus programme for education, youth and sport issues. The EU Commission strongly supports this proposal that the programme in question would also include a section on sport. According to the proposal the sport section would receive on average €34 million per year between 2014-2020. The funding would be given to international projects, which support the exchange of know-how and models of good practice, significant non-commercial European sport events, as well as, public and civil society organisations, which function in the field of grassroot level sport activities. The grant already is under discussion in the Council and EU Parliament. The aim is to get a decision on the grant passed already during this current year.

The EU already has supported different kinds of projects, such as activities to prevent doping, developing sport activities for the disabled and to promote equality between genders and their physical activitiy possibilities, volunteer work in sports, social activities of immigrants and good governance in sport. Since 2009, the Commission has supported the above-mentioned and other projects with over €12 million. Further themes in the Forum were, for instance, the EU representation in the world anti-doping office WADA, collective bargains of professional athletes, betting and match-fixing in the manipulation of sport results.

Thus far the representation of EDSO in the different decision-making bodies and processes of the EU has been very low. In general, deaf people and sign language users should increase their advocacy work at all levels of society, to be seen more and to be clearly more active part in society. It is gratifying that the EU for the first time has noted and acknowledged the existence of EDSO activities, and as a concrete example of it, was the invitation to this Forum.

After the Sport Forum ended I was honoured to spend the rest of the evening together with sign language users. The President of the Cyprus Deaf Sports Federation Varnavas Papanicolau together with his wife invited me for a dinner together with other deaf people from Cyprus. This dinner was a nice way to end my visit to Cyprus.

Deaf Champions League (DCL) Football

EDSO backed Deaf Champions League (DCL)

EDSO Football Technical Officer, Andrew Scolding has been to the meeting with the Committee of the Deaf Champions League in early October at London.
Juan Carlos Basilio, the President of DCL had welcomed Andrew Scolding and went into lengthy discussion with many implications that DCL had met. Andrew Scolding had outlined the problems that had caused the implications and cleared the way of how the DCL should be run.
The DCL Constitution and the Regulation of the competition have been agreed for amendment, especially with their eligibility of players and qualification of the club into Deaf Champion League.
Once the DCL Regulation has been made, it will be ready for distribution to all EDSO Members, after it has been verified by the EDSO Legal Commission. It will be expected for distribution in around December 2012.
EDSO Football representative is to become a member of the DCL committee to oversee the running of the committee and the events and also to supply the name of the winning football clubs from EDSO Members.

EDSO has offered the financial initiative from UEFA development fund to DCL and in return to allow the hearing impaired Referees to take part in order for EDSO to assess the potential Referees to be involved with the elite competition, such as European Championships. EDSO has already employed a qualified Referee Assessor.

EDSO has agreed to give the DCL the full backing and support, before any recognition can be made.

Andrew Scolding would like to make it clear that the forthcoming European Futsal Master has no bearing from that meeting, since the competitions have difference Regulation from 11v11 football.
